城市综合防灾规划编制中的关键问题探讨

RESEARCH ON THE KEY PROBLEMS IN COMPREHENSIVE URBAN DISASTER PREVENTION PLANNING

在近年来我国各类重大自然灾害频发的背景下,城市综合防灾规划的编制显得尤为紧迫。但是,由于综合防灾法规和统一的灾害管理机构的缺失,给城市综合防灾规划的实施带来很大的困扰。本文从面向实施的视角,系统分析了城市综合防灾规划在编制过程中应重点处理的三大关键问题,即灾害风险与防灾能力的匹配度、相关规划的协调性以及规划对策的可操作性;进而针对城市综合防灾能力建设的六大板块提出了对策框架,并提出基于"三结合"的实施策略,即与法定规划相结合、平灾结合、部门分工合作。

In recent years, with the frequent occurrence of major natural disasters in our country, the establishment of urban comprehensive disaster prevention planning is particularly urgent. However, due to the lack of comprehensive disaster prevention laws and regulations and the lack of unified disaster management institutions, the implementation of the planning has been hindered. This paper from the practical perspective, systematically analyzes the three key problems of city comprehensive disaster prevention plan that should be resolved in the preparation process, i.e., the matching degree between disaster risk and disaster prevention capabilities, the coordination of relevant planning, and the operability of planning strategies. Finally, according to the six parts concerning city comprehensive disaster prevention ability construction, the paper puts forward the countermeasures framework and three primary implementation strategies, i.e., combination of the statutory planning, combination between safe and disaster periods, and the labor division and cooperation between different departments.
