摘要
目前,我国页岩气开发环境监管面临的主要挑战包括:我国相比美国页岩气开发可能会产生更多的废水和废渣,页岩气开发环境规划滞后于行业发展规划,页岩气开发环境监管体系顶层设计不完善,以及环境监管能力建设不足等。面对这些问题提出了具有针对性的建议,包括加强基础性科学研究,摸清页岩气开发全过程环境影响;建立各部门协商长效机制,通过对多规合一和区域资源承载力的研究,解决环境规划滞后和资源匹配问题;基于国内外科学研究成果,合理设计我国页岩气开发环境监管体系的顶层设计路线;建立多层次的宣贯和培训机制,提升环境监管能力建设,以期为我国页岩气产业绿色、健康、有序及可持续地发展提供支撑和保障。
This paper provided a detailed analysis and conclusion of the main challenges for the environmental supervision of shale gas exploitation in China, including more wastewater and waste residue were generated by shale gas development in China when compared with the U. S. , the environmental planning of shale gas exploitation lagged behind the development plan of the industry, insufficient capacity of environmental supervision, etc. Specific suggestions were also put forward in this paper, including strengthening the foundational research to clarify the whole-process environmental impact of shale gas exploitation, establishing a long-term collaboration and negotiation mechanism between various departments to solve the problem of environmental planning lagging behind and resource matching by research on multiple plan integration and regional resource carrying capacity, establishing a top-level design plan for the environmental supervision system of shale gas exploitation in China based on scientific research findings at home and abroad, and building a multi-level propaganda and training mechanism to enhance the environmental supervision capacity, which will offer support and assurance to the green, healthy, orderly and sustainable exploitation of shale gas in China.
