煤制烯烃项目大气环境风险评价的原则、程序和方法——以某180万吨/年煤制烯烃示范工程为例 被引量:2

摘要 以中石化某重点煤化工示范工程为例,对煤制烯烃项目大气环境风险评价的一般原则、工作程序和技术方法进行了初步探讨。明确了煤制烯烃项目大气环境风险的事故类型、评价标准体系,梳理分析了最大可信事故源项参数的确定要点及大气环境风险预测的技巧,借鉴炼化企业现有的工程实践经验给出了推荐的煤化工项目非正常工况废气排放最小化方案,即全厂增设火炬气回收系统。同时本文也提出了煤化工项目大气环境风险评价目前存在的一些亟待解决的问题,供环评技术人员参考及探讨。 In this article , we probed into the common principle , working procedure and technique of environmental risk asse ssment for coal-based olefins projects with an example of coal chemical key-point demonstration construction of Sinopec. We clarified and defined the accident style and assessment standard system of atmospheric risk for coal-based olefins projects. We offered the parameter confirming method for maximum credible accident items and ski lls for atmospheric risk forecast. Drawing lessons from current petrochemical plants, we put forward a recommended minimization strategy for abnormal waste gas emission from coal chemical projects, i. e. install ing flare gas recovery system for the whole factory. We also brought forward some quest ions needed to be solved in environmental risk assessment at present, which should be a reference for EIA technicians.
