增减挂钩政策支持扶贫攻坚工作的探索与实践——以湖南省新邵县试点工作为例

Exploration and Practice on City Construction Land Increase and Rural Residential Land Decrease to Support the Work of Poverty Alleviation——A Case Study in Xinshao County,Hunan Province

为了全面完成"十三五"时期我国全面建成小康社会,农村贫困人口实现脱贫的历史性目标,国家提出了"实施精准扶贫方略,加快贫困人口精准脱贫"的战略方针和政策措施,其中,利用城乡建设用地增减挂钩政策支持易地扶贫搬迁是一项重要举措。本文在增减挂钩政策支持扶贫攻坚工作的基础上,以湖南省新邵县为例,对增减挂钩政策支持扶贫攻坚项目的区域特点、工作模式进行了系统分析,探讨项目实施中存在的诸多问题,提出了相应建议,为在全国范围更好推广此项工作提供参考。

In order to complete the historical goal of comprehensively building a well-off society in China during the 13th Five-Year Plan period and to achieve the strategic goal of poverty alleviation in rural areas, China has put forward the strategic policy of ＇＇implementing the strategy of precision poverty alleviation and accelerating the poverty alleviation of the poorJ,. One of these important initiatives is the use of City Construction Land Increase and Rural Residential Land Decrease to support the relocation of poverty alleviation. Based on the analysis of the policy, this paper takes Xinshao County of Hunan Province as an example to analyze the regional characteristics and working modes of this project. Summing up existed problems, we will put forward the corresponding recommendations to better achieve the next step of promotion in the country.
