摘要
人民代表大会制度与时俱进,离不开理论支撑。为深化有关人大制度的理论研究,进一步厘清人大制度的基本概念、基本范畴和基本原理,此处对人大制度的若干重要基础理论问题展开讨论。这些问题主要包括人大制度概念广义和狭义划分、"人大制度是我国根本政治制度"的理论依据重构、人大制度的"议行合一"问题、人大监督与被监督问题以及人大制度与执政党领导的关系问题。
The research on theories is essential to advance the People, s Congress system with the times. In order to deepen the theoretical research on the People＇s Congress system and clarify the basic concepts, categories, and princi-ples of the People,s Congress system, this article discusses some important basic theoretical issues, including the con-cepts of the People,s Congress system in broad and narrow senses, the People,s Congress system as the fundamental political system of China, 4 unity of legislature and administration, for the People＇s Congress system, the People’s Congress as a supervisor and supervisee, and the relationship between the People,s Congress and the ruling party.
