公共物品理论视角下农村水环境污染问题及治理对策

Pollution problems and countermeasures for rural water environment from perspective of public good theory

从公共物品理论角度,对农村地区在地表水、地下水以及水源水质等方面存在的问题进行探讨,认为城乡二元化的环境治理政策、农村水环境治理主体缺失、水环境污染治理资金投入不足以及农村水环境保护意识薄弱等是造成农村地区水环境污染的主要因素。最后,从构建城乡一体化水环境治理体系、加强水环境治理主体建设、保障水环境污染治理资金投入、加强农村水环境保护意识教育等方面提出了解决农村水环境问题相应的政策建议。

From the perspective of public good theory, the existing problems in the surface water,groundwater and water quality in rural areas are discussed. The influencing factors for the water pollution in rural areas are as follows: dualistic policies of urban and rural environmental governance,absence of the main body of rural water environmental governance,insufficient investment of water environment pollution control and weak consciousness of rural water environment protection. Finally,the corresponding policy recommendations are put forward,that is,construction of the integration of urban and rural water environment management system,strengthening of construction of the main body of water environment governance,improvement of investment of water environment pollution control, and strengthening of consciousness education of rural water environmental protection.
