基于“金字塔”模型的乌鲁木齐市医院等级结构分析

Analyzing the Hierarchical Structure of Hospitals in Urumqi Based on the “Pyramid” Model

健康中国2030"规划纲要提出"没有全民健康,就没有全面小康"[1],建设全民健康型社会,前提需加强和完善医院体系建设。文章首先对"金字塔"模型进行了介绍,结合医院等级体系特征构建出医院体系"金字塔"模型,并展开对乌鲁木齐市医院等级结构的实证分析。发现乌鲁木齐医院体系中医疗卫生资源配置不合理,二级医院和三级医院数量不足、基层医院发展滞后、分级诊疗模式没有建立等问题,并针对上述问题,从优先发展基层医院、有效建立分级诊疗模式、科学、合理设置医院数量等方面提出了相应的对策建议。

To develop a national healthy society, hospital system construction should be reinforced and improved. Combined with the characteristic of hierarchical structure of hospitals, the ＂pyramid＂ model of hospital system was developed to carry out empirical analysis ofhospitals＇ hierarchical structure. The main problems were unreasonable allocation of medical health resources, shortage of the secondary and tertiary hospitals, lagging development of grassroots hospitals, and deficiency of hierarchical diagnosis and treatment model. Based on which, some countermeasures were put forward, such as priority to the development ofgrassroots hospitals, effective establishment of hierarchical diagnosis and treatment model, andscientific and reasonable amount of hospitals.
