我国药师法立法之资格准入制度探讨

Discussion on the Qualification Access of Chinese Pharmacist Law

目前国际上药师已进入以患者用药安全为中心的药学服务发展阶段,国际上普遍实行严格的药师资格准入制度,以保障药师药学服务的胜任能力。然而,我国药师队伍存在职称药师与执业药师的双轨制以及资格准入门槛低等问题。建议通过药师立法,构建一元化的药师法律制度,实行药师与药师助理分级管理,完善药师资格准入制度,以推动我国药师角色向药学服务转型。

Currently, the international pharmacist has entered to the stage of the center of pharmacy service, many countries practiced the strict qualification to keep pharmaceutical care competence. However, there is a dual track system between title pharmacist and licensed pharmacist and low barriers to entry in China. The paper suggest that we should construct the unified legal system, pharmacists assistant classification and improve professional qualification to promote the pharmacist to the transformation of pharmaceutical care in our country.
