Construction of the Ecological Civilization Demonstration Area from the Three-dimensional Perspective:Evaluation and Prospect

在管理哲学或战略维度上,无论是以环保部为主导的"生态文明建设(试点)示范区"还是以发改委为主导的"生态文明先行示范区"创建,都明确坚持了一种"五位一体"或"五要素统合"的总体思路,而影响着"五位一体"或"五要素统合"更高水平实现的困难或挑战,同时是认知深度和管理能力层面上的;在空间维度上,过去十年间的一个最大变化是,十八大之后包括发改委在内的国家部委强势介入生态文明建设示范区的试点或创建,而生态文明示范区创建中空间维度的重要性在于政策与制度创新的保证及其连续性,换言之,具体的行政层级并没有绝对的优先权;在政治维度上,社会主义的政治愿景或方向,虽然在一系列最权威文件中得到了明确肯定与确认,但在生态文明基础理论研究的学界领域和中微观层面的政策创议及其实践中却并未得到足够的重视,就此而言,政治维度已成为我国生态文明建设包括示范区创建中的严重"短板"。

In the management philosophy or strategic dimensions, both ＂ecological civilization construc- tion （pilot） demonstration zone＂ dominated by the environmental protection agency and ＂ecological civi- lization first demonstration zone＂ dominated by the national development and reform commission adhere to the overall train of thought of a ＂five one＂ or ＂identity of five elements＂, and which affects higher level implementation of difficulties or challenges of the ＂five one＂ or ＂identity of five elements＂ is also the level of cognitive depth and the management ability. On the spatial dimension, one of the biggest changes over the past decade is the strong intervention of big national ministries, including the national development and reform commission, into pilot or creation of ecological civilization construction demon- stration zone after the eighteenth, and the importance of space dimension in creation of ecological civili- zation demonstration zone lies in the guarantee and continuity of innovation of policy and system, in oth- er words, the specific administrative levels is no absolute priority. On the political dimension, socialist political vision or direction, though obtained clear affirmation and validation in the series of the most au- thoritative file, is not taken seriously enough in the academic field of the study of the basic theory of ecological civilization and micro policy initiatives and its practice, for that matter, the political dimension has become serious ＂short board＂ of ecological civilization construction in China, including the con- struction of demonstration zone.
