政府公共性缺失视角下失地农民补偿与安置问题分析——以河南省Y市为例

Analysis on the Compensation and Resettlement of Landless Peasants from Perspective of Lack of Government Publicity——A Case Study of Y City in Henan Province

基于政府公共性缺失的视角,通过文献研究、参与观察与深入访谈等研究方法,以城镇化进程中河南省Y市为例,探讨在对失地农民进行补偿与安置过程中政府公共性缺失的表现,提出强化政府公共精神、加强上级监督、健全相关法律法规以及强化政府公共服务职能等防治措施,以实现政府公共性的充分发挥,加快失地农民的城市融入,最终实现以人为本的新型城镇化。

Based on the perspective of lack of government publicity, by the literature research, participant observation and in-depth interviews and other research methods, and taking Y city of Henan province as an example, the performance of lack of government publicity in compensation and resettlement of landless peasants was discussed, then the prevention and control measures including strengthening the public spirit of government, tightening the superior supervision, improving the relevant laws and regulations, as well as consolidating the public service functions of government were put forward, in order to achieve the full play of government publicity and speed up the landless peasants′ integration to the city, and finally realize the people-oriented new urbanization.
