关于休闲旅游农业发展中的安全问题初探

Preliminary Study on the Safety Problems about the Development of Leisure and Tourism Agriculture

近些年休闲旅游农业在我国发展迅速,成为农村经济发展的新增长点。目前,业态多种多样、经营管理参差不齐,安全隐患普遍存在,主要表现为投资经营风险、生态环境安全、设施设备和人身安全、法律安全、食物安全5个方面。通过实地调研发现,造成安全隐患的原因主要为投资主体、市场发育程度、法律法规健全程度、消费者素质等。提出休闲旅游农业的安全保障机制构建,应围绕健全法律制度和完善政府安全管理体系、加强企业安全保障体系建设、完善游客安全教育制度4个方面进行。

In recent years,leisure and tourism agriculture has developed rapidly in China,becoming a new growth point of economic development,but a wide variety of forms,uneven management,security risks are ubiquitous.The potential safety hazards major include in investment management risk,ecological environment safety,facility equipment and personal safety,legal security and food safety.The main reasons are investment management s awareness,ability and strength.Market development immaturity,legal construction is imperfect,and tourists awareness and behavioral reasons.The construction of leisure and tourism agriculture security mechanism,including the sound legal system,improve the government safety management system,strengthen the enterprise security system construction,improve the tourist safety education system four aspects.
