The development of social security needs a large amount of material resources. During the anti-Japanese war, in order to ensure the social security fund sources, the government of the Jinchaji bor- der area actively established a reasonable tax policy to protect the financial revenue and developed produc- tion actively, ensuring the basic life of the masses. The government organized public assets to supply the ample funds of war, bettered troops and simplified administration, cut costs, collected salvage food, saved the country bonds and supported the war. It also carried out fundraising and donation campaign to alleviate the poor. Through these means it provided an adequate source of funding to raise social security funds for the smooth development of border social security.
