运用空间计量的研究方法,引入地理权重和经济权重矩阵,采用我国各省域2001—2012年的样本数据,对政府采购规模的增长效应开展研究。通过研究得出与传统研究相悖的结论:人均GDP对政府采购规模增长贡献并不显著,而投资作为政府采购规模的重要解释变量有着良好的空间溢出效应;城镇化存在巨大的示范效应,对邻接区域政府采购规模增长的空间溢出效应显著。最后,提出促进政府采购增长与合理配置、提高政府采购资源利用效率的政策建议,尤其是探讨了其在政府和社会资本合作模式下的政策建议。

In this paper, the writer adopts spatial econometric methods in combination with geographical weight matrix and economic weight matrix, and researches the growth effect of government procurement scale, taking the data of 31 provinces in China during 2001 - 2012 as samples. A conclusion contrary to traditional research is drawn that per capita GDP contribution to the growth of government procurement scale is not significant, while investment as an important explanatory variable of the government procurement scale has a good spatial spillover effect. Urbanization has a huge demonstration effect, and has significant spatial spillover effect on the growth of government procurement in the adjacent region. Finally, this paper puts forward policy recommendations to promote the growth and ra- tional allocation of government procurement, and to improve the efficiency of government procurement resources, especially under the public private partnership model.
