公共投资的竞争效应与公共服务的空间分布

我国的公共服务存在严重的两极分化,大量公共服务资源集聚在几个发达的东部城市,推动基本公共服务均等化是实现我国地区间协调发展的一个重要目标。本文从招商引资的角度出发,使用我国2003-2012年城市数据库,检验公共投资的引资特点与公共服务资源分布之间的关系,并探讨造成公共服务空间差异的成因。研究发现,地级市政府在公共投资存在竞争行为,这种竞争行为深刻影响了公共服务资源的空间分布。经济上与一线城市的巨大差距,抑制了中小城市的竞争热情,减少了它们的公共投资,是造成公共服务资源两极分化的重要原因。

As the public resource of our country polarizes, a lot of public resource concentrates at the eastern China. Therefore one of our government goals is to ease the polarization. With urban database during 2003-2012, this paper investigates the relationship between public investment and the space distribution of the public resource, and trys to figure out the cause of the polarization of the public resource. The research found that the completion of the significantly affects the space distribution of public resource. The gap between first tier cities and the normal ones refrains the motivation of government investment, which is one of the reason why public resource of our country polarizes.
