在北部湾自贸区意外落选、广西自贸区建设遇挫的当下,争取粤桂合作特别试验区纳入广东自贸区可以成为广西建设自贸区的新方向。作为珠江—西江经济带的新增长极,粤桂合作特别试验区纳入广东自贸区,不仅有利于试验区自身,还将为广东自贸区提供必要的腾挪空间。从地区GDP、投资、消费、出口等经济指标的统计分析来看,相关城市经济具备协同发展的历史基础,同时,粤桂合作特别试验已具备较好的基础条件,发展规划契合广东自贸区的建设方向,这为其纳入广东自贸区提供了现实依据。建议粤桂合作特别试验区按照比较优势与互利共赢、市场主导、渐进式推进原则,主动承接广东自贸区的溢出效应,积极服务于广东自贸区的建设发展,力争早日纳入广东自贸区。

Now that the project of Beibu Gulf Free Trade Zone has failed to be approved and the construction of Guangxi Free Trade Zone has encountered some setbacks, pushing the combination of the Particular Experimental Zone of Guangdong--Guangxi Cooperation and＇the Guangdong Free Trade Area is a new path for Guangxi to construct its free trade zone. As a new economic growth pole of Zhujiang--Xijiang Economic Belt, the combination of the Particular Experimental Zone of Guangdong--Guangxi Cooperation and the Guangdong Free Trade Area not only benefit the experimental zone but also provides the Guangdong Free Trade Area with a larger space. Judging from a statistic analysis of the economic indexes in terms of GDP, investment, consumption, exports, etc. , the econo- mies of the cities involved in the particular experimental zone have had a historical foundation for synergetie development. In addition, the Particular Experimental Zone of Guangdong--Guangxi Cooperation has been provided with excellent basic conditions and its devel- opment planning has been made in line with the construction orientation of the Guangdong Free Trade Area. All these mentioned above provide a realistic basis for combining the particular experimental zone with the Guangdong Free Trade Area. Therefore, it is proposed that the Particular Experimental Zone of Guangdong--Guangxi Cooperation should, in accordance with the principles of comparative ad- vantage, win - win and mutual benefit, market - orientation and gradual pushing - forward, initiatively carry on the domino effect of the Guangdong Free Trade Area and actively offers services to the Guangdong Free Trade Area, doing all it can to earlier combine itself with the Guangdong Free Trade Area.
