摘要
近年来,中国从华北到中部乃至黄淮、江南、东北地区,雾霾天气频发,河北省尤其严重。在环境库茨涅茨曲线等理论假说的基础上,从河北省雾霾和产业结构的现状出发,采取主成分分析方法和区位商方法,得出河北省雾霾污染综合指数和河北省主导产业。通过选取2006—2014年河北省产业结构等相关数据进行实证研究发现,产业结构、人均gdp、FDI、对外贸易依存度、工业污染治理投资等因素对雾霾污染都有显著影响,河北省产业结构和雾霾污染综合指数呈倒U型曲线关系,与经济增长、对外直接投资等呈现出正相关关系。必须通过加大产业结构调整、发展新能源产业、加大雾霾污染治理的投资和引进外资力度等措施缓解河北省雾霾污染,进行产业结构优化升级。
Fog weather frequently occurred in China, largely from north China to central not only in Huanghuai, Jiangnan, but in the northeast region, especially in the Hebei province. Based on the theory of environmental Kuznets curve, authors analyzed the fog and industrial structure of Hebei province in 2006-2014, and obtain the fog pollution index which used the Principal Component Analysis and location quotient methods. Results show that the factors of GDP per capita, FDI, ratio of dependence on foreign trade, industrial pollution control investment all have significant effects on fog pollution. The industrial structure and fog pollution index behave inverted U-curve characteristics, and there is a positive correlation with economic growth and FDI. In terms of these, we should optimize the industrial structure adjustment, develop new energy industry, increase the pollution control investment and foreign capital introduction to remit fog pollution in Hebei and proceed industrial structure optimization and upgrading.
