京津冀高等教育发展不均衡是导致京津冀高等教育协同发展缺乏内在动力的重要原因。"双一流"将缓解目前高等教育发展不均衡和缺乏内在动力这两大问题。"双一流"将打破身份壁垒,营造公平环境,催生高校内在动力;另一方面,"双一流"将释放河北地方高校建设学科动力,局部逆转"虹吸"方向;同时还要求京津冀各地明确地位,根据自身优势找准高等教育发展方向。

Unbalanced development of Beijing-Tianjin--Hebei Integration higher education is the important reasons which lead to the development of Beijing-Tianjin-Hebei integration higher education lack of intrinsic motivation. ＂First-class Universities＂ will provide a kind of new internal power for the development of higher education in Beijing-Tianjin-Hebei. On the one hand, the ＂First-class Universities＂ will break the identity barriers, creating a fair environment, and ease the current situation of the unbalanced development of higher education. On the other hand, ＂First-class Universities＂ will encourage the universities in Hebei to strengthen the discipline construction and reverse the ＂siphon＇＂ direction. At the same time, Beijing, Tianjin, Hebei need to clear their own advantages, and to identify the direction of development of higher education in accordance with the advantages.
