Rethinking on the Food Security Strategy in China from the Perspective of Industrial Chain

随着农产品价格压顶的"天花板"效应和农业生产成本抬升的"地板"效应不断凸显,保障国家粮食安全面临粮食生产过剩、有效农产品供给不足、农业资源消耗严重等突出问题,这些问题也是当前我国农业供给侧结构性矛盾的集中显现。破解当前和未来一个时期我国粮食安全的"要素约束""质量约束""效益约束"和"权利约束",重点要从拓展潜力和创新驱动、优化结构和调整区域、存量调整和增量做优、以我为主和立足国内等四个方面持续发力,积极构建粮食安全的全产业链发展模式,有效促进农业转型发展,构筑更高层次的国家粮食安全保障体系。

China＇s agricultural production is facing with the price＇s ＂ceiling effect＂ and the cost＇s ＂floor effect＂. In the perspec-tive of industrial chain, China＇s food security is facing with the problems of overproduction, insufficient supply, serious depletion of ag-ricultural resources and so on, which are also the concentrated contradiction of China＇s supply-side structural reform. Therefore, in or-der to deal with the problems of ＂elements constraint＂, ＂quality constraint＂, ＂benefit constraint＂ and ＂right constraint＂ faced by Chi-na＇s food security in the current and future, we should strive to strengthen the expansion of potential and innovation-driven, optimizethe structure and regional distribution, stock adjustment and incremental optimization, and take the initiative to participate in the do-mestic market. With building food security industry chain development model, the grain industry can be effectively promoted and ahigher level of national food security system can be established.
