论新时期农村双创的特征、模式及方法

The Characteristics, Mode and Method of Rural Entrepreneurship and Innovation in the New Period

农村创业创新(以下称"农村双创")是我国大众创业、万众创新总体战略的重要一环和潜力所在,是深入推进农业供给侧结构性改革,蓄积农业农村经济发展新动能的必然选择,对于带动农民就近就业增收、培育新型职业农民、聚集农村资源要素等方面具有重要推动作用。本文主要论述了双劍的特点,分别是双创主体多元,双创创业资源的特殊性,双创环境的变化性,双创类型的多样性,双创平台的广域性。针对时下的现状,本文认为要做好以下几点,分别是促进创业与创新上应该加快推进政策落实,优化农村创业创新环境;搭建各类创业创新平台,引导双创主体聚集;加大劍业培训,大力培养农村创业创新带头人;加强示范引领,总结推广农村创业创新典型模式经验;集聚各方资源,合力搭建农村创业创新公共服务平台。

Rural entrepreneurship and innovation is an important part of China＇s public entre- preneurship and innovation strategy, which is helpful for further promoting the agriculturalsupply--side structural reform, accumulating new energy for agricultural and rural economic development, and increasing farmers employment and rural resources aggregation etc.. This paper mainly discusses the characteristics of rural entrepreneurship and innovation, including the diversity of actors, particularity ot＂ entrepreneurial resources, changes of management environment, the diversity of types, and wide platform. Based on the current status, the fol- lowing should be considered respectively： speeding up the implementation of the policy to promote entrepreneurship and innovation; optimizing rural entrepreneurship and innovation environment; building all kinds of entrepreneurial and innovation platform; increasing entre- preneurship training; vigorously developing rural entrepreneurship and innovation leader; strengthening the demonstration and guidance; summing up the typical modes and experience of entrepreneurship and innovation in rural areas; gathering all kinds of resources and build- ing a public service platform for Rural entrepreneurship and innovation.
