Comparison on Planning System of the Southeast Asia Under Rapid Urbanization

对东南亚的马来西亚、印度尼西亚和越南等3个分处不同城市化发展阶段的国家进行比较后发现,它们均建立了由发展规划和空间规划构成的规划编制体系,并在经济社会基础、国家政体、城市化水平等因素影响下形成了各自的特点。一方面,这三个国家的发展规划均以经济社会发展目标为导向,但通过制定差异化的近中期规划战略提高各自城市化质量;另一方面,它们的空间规划均有法律保障,但编制内容因不同国情而各有侧重和特色。

After comparison study of the different development stages of urbanization in Malaysia, Indonesia and Vietnam in the southeast area of Asia. We find that they established their system of development planning and the spatial planning and their own characteristics such as the economic and social foundation, the state political system power and urbanization level, On one hand the above said three countries development planning is taking the economic advance as their own guide, by the principle of difference to raise the quality of urbanization. On the other hand their spatial planning is of lawful guarantee, However the content of urbanization appears different features on the different countries.
