地方政府组织文化、领导行为与公务员工作态度的关系研究 被引量:4

A Research on Relationship among Local Government Organizational Culture,Leadership Behavior and the Working Attitude of Civil Servants

摘要 整合影响领导行为适应性的政府组织文化变量和反映领导行为有效性的公务员工作态度变量,构建反映三者影响关系的假设模型,再通过对S省368名公务员样本的实证分析发现,变革型领导行为在不同的政府组织文化背景下均具有良好的适应性,并能有效激励公务员的正向工作态度,最有利于实现地方政府组织的领导效能;交易型领导行为在理性文化背景下适应性较好,但不利于公务员正向工作态度的激励;家长式领导行为在层级文化背景下适应性良好,并能有效激励公务员对工作的投入。同时,政府组织文化与公务员工作态度显著相关,政府领导行为在组织文化和公务员工作态度之间具有中介效应。因此,地方政府领导应以变革型领导行为作为管理风格调整方向;政府在构建组织文化的过程中,要注意组织文化各维度特征的均衡发展。 Exploring the variables of government organizational culture which affect adaptability of eadership behavior and the variables of effectiveness of civil servants working attitude which reflect the eadership behavior, this paper constructs a conceptual model reflecting the relationship among the three actors, and, based on an empirical analysis of 368 civil servants in S Province, concludes that the ansformational leadership behavior is most conducive to the effective performance of local government eadership, and local government leadership behavior has good adaptability under the different cultural ackground of government organization and can inspire the positive working attitude of civil servants ffectively. Transactional leadership is effective in the context of rational culture, but it is not conducive to the mprovement of the working attitude of civil servants. Paternalistic leadership behavior is well adaptable in the ational culture background but it does not stimulate the civil servants to work effectively. At the same time, he findings also reveal the relation between the mechanism of government organizational culture and civil ervants’ attitude, as well as the mediating effect of government leadership behavior between organizational ulture and civil servants’ attitudes. Therefore local government leadership should take the transformational eadership behavior as the adjustment of management style, and, in the process of building organizational ulture, government should pay attention to the balanced development of each dimensional characteristics of rganizational culture.
