摘要 在经济发展与环境污染相矛盾的情况下,技术创新成为解决此矛盾的关键。以2006—2013年中国的35个工业行业的面板数据为研究对象,全行业按照污染程度分为重度、中度和轻度污染行业,研究环境规制在不同污染行业对技术创新的影响。污染密集差异性的存在会造成环境规制对技术创新的影响效果不同,其对重度和中度污染行业的技术创新具有抑制作用,而对轻度污染行业的技术创新具有促进作用。通过分析环境规制对不同污染业造成影响不同的原因,提出相应的政策建议。 In the contradictory situation of economic development and environmental pollution, technological innovation has become the key to resolving this conflict. In this paper, we take China,s 35 industrial sectors of panel data from 2006-2013 for the study. According to the degree of pollution, the industry is classified by severe, moderate and slightly polluting industries. And from the perspective of three different types of pollution-intensive industries, this paper tries to explore the influence of technological innovation for environmental regulation. The study has found : environmental regulation had different effects on different sectors which were classified by the degree of contamination. It restrains the technology innovation of severe as well as moderate polluting industries, on the contrary, it boosts the technology innovation of slightly polluting industries. This paper analyzes the reasons of differential influence and proposes appropriate political recommendations based on industries.
