旅游警务运行机理研究

Study on the Operational Mechanism of Tourism Policing

旅游警务模式对于服务旅游者、保障旅游者安全意义重大。本文在分析旅游警务内涵和外延的基础上,提出了旅游警务运行机理。首先,分析了旅游警务构成要素,包括公安机关、旅游者、旅游从业者和社区居民、推动要素、技术要素等;其次,对旅游警务运行机制进行了深入研究,包括动力机制、服务机制、协调机制、监督机制、保障机制等,并在各个机制的基础上,结合旅游警务运行机理含义,提出了旅游警务运行机理。

Tourism policing model is of great significance for serving the tourists and guaranteeing the safety of tourism. Based on theanalysis of the connotation and denotation for tourism policing, the tourism policing operational mechanism is presented. Firstly, thispaper analyzes the compositional factors of tourism policing, including public security organs, tourist, tourism practitioner, communityresidents, driving factor, and technology factor and so on. Secondly, the paper deeply studies the tourism policing operational mecha-nism ,including dynamic mechanism, service mechanism, coordination mechanism, supervision mechanism and guarantee mechanism, and on the basis of that, proposes the tourism policing operation mechanism by combining the implication of the operational mechanismof tourism policing.
