2010-2015年我国新疆疾控机构传染病控制人力资源变化趋势分析 被引量:5

Analysis of variation trends of human resources in charge of communicable disease control in centers for disease control and prevention in Xinjiang from 2010 to 2015

摘要 目的了解2010~2015年我国新疆疾控机构传染病控制人力资源状况和变化趋势,为进一步优化疾控人员配置提供依据。方法利用全国疾病预防控制基本信息网络直报系统收集人员信息,运用R软件分析疾控机构的人力资源数据。结果 2010~2015年全国疾控机构传染病防控人员数量总体呈上升趋势,传染病防控人员所占比例呈逐年增加的趋势。新疆疾控机构从事传染病控制的人员总数自2011年起逐年增加,且整体人员受教育程度逐年递增。从与全国的比较结果看,2012~2015年间新疆自治区级疾控中心传染病防控人员所占比例高于西部地区平均水平,但低于东、中部地区平均水平;而地市级疾控中心的比例高于东、中部地区平均水平,低于西部地区水平;新疆区县级疾控中心的传染病防控人员比例则高于东、中部和西部地区。结论新疆疾控机构人员的数量和受教育程度自2011年起均有所提高;自治区级和区县级的相关人员配置均高于西部地区平均水平,建议增加地市级人员配置。此外,也建议新疆结合当地疾病谱的转变对人员整体结构进行适当调整。 Objective To understand the distribution and variation trends of human resources in charge of com- municable diseases control in Centers for Disease Control and Prevention (CDCs) in Xinjiang Uygur Autonomous Re-gion in China during 2010-2015 and provide data support for optimizing allocation of manpower in local CDCs hu-man resource departments. Methods Used the Information System of China Disease Control and Prevent to analyse the distribution and variation trends of health workforce in CDCs with R software. Results The total number of the CDCs in China increased during 2010^2015, the percentage of the employees combating communicable diseases in-creased year by year. The number of employees in charge of communicable disease control increased year by year in Xinjiang and the education level of the professional employees in CDCs in Xinjiang Uygur Autonomous Region had been upgraded every year since 2011. During the period of 2012-2015, the proportions of working against communica-ble diseases in provincial CDCs in Xinjiang were lower than that in eastern and middle China, and higher than that in western China, while in municipal level, proportions were larger than that in eastern and middle China and small-er than that in western China, in county level, the proportions in Xinjiang were the greatest compared with eastern, middle and western China. Conclusion The numbers and education level of health workforce in CDCs in Xinjiang have increased since the year 2011. In both provincial and county levels, the situation in terms of human resources relating to disease control were more preferable than that in western China, and for CDCs in municipal and county level, more employees should be hired. It is also suggested that the departments in charge of communicable disease control in CDCs in Xinjiang, corresponding to the population increases in the local area due to the population mobility,could recruit more health professionals.
