户籍改革正在各地如火如荼地进行,农民的土地权益保护是户籍改革中的重要问题。保护好农民土地权益的重点是:从顶层设计上明确规定户籍改革过程中农民带产转户;完善相关法律制度中有关成员权的规定;促进集体收益分配权独立化;建立农村宅基地使用权财产化实现机制等。
