国家级孵化器能否提升科技企业研发效率——基于倾向得分匹配法的验证

Does National Business Incubator Improve Enterprises' R&D Efficiency——Empirical Research Based on PSM Method

作为各国政府的"政策工具箱",科技企业孵化器在提升企业创业成功率、提供就业机会、促进地区经济增长等方面发挥着重要作用。然而,从孵化企业视角来看,我国科技企业孵化器是否提升了科技企业研发效率有待验证。与已有基于孵化器视角的研究文献不同,从孵化企业视角出发,在整理我国新三板2014年2 301家科技企业相关数据的基础上,使用倾向得分匹配法和扩展的柯布道格拉斯生产函数对该问题进行了验证。结果表明,国家级孵化器能够提升科技企业研发效率。在控制选择性偏差后,孵化器内外企业研发弹性差异显著,孵化器外企业研发弹性为0.083%,孵化器内企业研发弹性为0.095%,经孵化器"孵化"后科技企业研发效率提升了14.4%。该结论对于我国科技企业孵化器产业发展及新常态下区域经济增长策略制定具有重要意义。
