棚户区改造中违章建筑拆迁困难与对策研究

Research on Difficulty and Countermeasure of Illegal Building Demolition in Shantytowns Transformation

分析棚户区改造中的难点,提出在政府财力和棚户区居民期望补偿中寻找平衡点,在一定区域内(市、区)制定棚户区违章建筑拆迁的统一标准,落实"阳光拆迁",采用智慧监控及时发现违章建筑信息等建议。研究结果表明:拆迁补偿是棚户区违章建筑拆迁的核心要素,拆迁政策合法合理、违章建筑拆迁认同感、政策落实公平公正是化解拆迁困难的关键对策。

This paper analyzes the difficulties in shantytowns transformation,and puts forward recommendations for illegal buildings demolition,such as finding the balance point in the government financial and shantytowns residents expected compensation,developing an unified standards for illegal buildings demolition of shantytouns transformation in a certain area,making transparent demolition,using the intelligent monitoring to detect the information of illegal buildings timely. The results show that the compensation for the demolition of illegal buildings is a core element in shantytowns transformation,legal and reasonable demolition policy,illegal building demolition identity,policy implementation fairness are the key to resolving the demolition difficulty.
