综合管廊投资建设中存在的问题及对策研究

Research on the Problems and Countermeasures in Investment and Construction of the Comprehensive Utility Tunnel

综合管廊能有效缓解城市化所带来的诸多城市拥挤问题,但其发展面临着诸多障碍和限制因素。分析综合管廊在投资建设中存在的问题,从管廊自身特性、技术、政策和社会环境等四个方面剖析原因,并结合综合管廊自身特点和其他类似产业发展经验,提出其相应的对策建议,包括建立技术标准体系、投融资模式、经济激励政策以及配套政策等,以期促进综合管廊长远健康发展。

The comprehensive utility tunnel can effectively relieve the congestion problem in many cities which urbanization brings,but the development of utility tunnel faces many obstacles and constraints. The paper analyzes the problems existing in the investment and construction of comprehensive utility tunnel,dissects the causes from four aspects of characteristics of utility tunnel itself,technical,policy and social environment. Combined with its own characteristics and the experiences of other similar industries,proposes the corresponding proposals,including the establishment of technical standards,investment and financing patterns,economic incentives and supporting policies,in order to promote the long-term health development for comprehensive utility tunnel.
