新型农村社区公共服务供给中的县级政府职能研究——基于Z市“多村一社区”的调查分析

Research on the Function of County Government in Supply System of Public Services in New Type Rural Community——Based on Investigation and Analysis of "Many Villages-Community" in Several Cities

在新型农村社区公共服务供给中,县级政府作为重要资源的掌握者,应主要定位于规则制定、支持培育、监督管理等多重职能作用上。通过对新型农村社区公共服务供给中县级政府职能的实证分析,发现政府主导提供的农村社区公共服务项目与居民需求偏好存在一定偏差;政府对社会组织的支持培育比较匮乏;绩效评估体系尚不完善等问题。为进一步完善县级政府职能,应着力构建三大机制:准确表达民意的公共信息采集机制、对社会组织的多元培育机制、科学高效的农村社区公共服务评估机制。

In supply system of public services in new type rural community,county government,as the controller of important resources,should make clear of its function in the aspects of making rules,supporting cultivation,supervision and management.Through empirical analysis of the function of county government in supply system of public services in new type rural community,we found some problems.For example,there exist differences between public service projects provided in rural community oriented by government and the demand and preference of residents,government doesn't provide enough support and cultivation to social organization and performance evaluation system still has some problems.In order to improve the function of county government,we should focus on building three mechanisms:public information collection mechanism which can precisely reflect the demands of publics,multiple social organization cultivation mechanism and scientific and efficient rural community public service evaluation mechanism.
