节约集约用地政策对城市蔓延的遏制效应

Curbing effect on urban sprawl by the policy of economical and intensive use of land

客观评估土地调控政策对城市蔓延影响的实际效果,对于推动中国新型城镇化的健康发展具有重要的现实意义。以节约集约用地政策为例,基于我国35个大中城市2002-2014年的面板数据,运用断点回归设计方法,实证检验了该项政策对城市蔓延的具体影响。结果显示,节约集约用地政策在一定程度上遏制了我国大中城市的快速无序蔓延,减缓了城市建设用地规模的扩张速度。在此基础上提出了完善该项政策的相应建议。

Objectively evaluating the policy effect of land control policy on urban sprawl is of great practical significance on the healthy development of new-type urbanization.Based on the panel data of 35 large and medium-sized cities in China during 2002-2014,this essay makes an empirical study on the influence of the urban sprawl of the policy of economical and intensive use of land by using the Regression Discontinuity Design Method. The results show that the economical and intensive land use policy is to a certain extent to curb the rapid and disorderly sprawl of China's large and medium-sized cities,and to significantly reduce the speed of urban construction land expansion. Accordingly,this essay puts forward suggestions for improving the policy.
