地方性公共物品对于产业集聚、城市发展和经济增长具有重要影响。当地方政府在中心地区投入公共物品时,为了获得消费公共物品的权利和争取周围的有限土地,人口和厂商会向中心地区集聚,但在集聚过程中存在对有限土地的竞争。在地方政府以比例税弥补公共支出的条件下,虽然地方性公共物品投资导致了集聚发生,但这并不必然意味着集聚会引发整个平原地区的内生经济增长。只有高质量和高纯度的公共物品才有可能从整体上推动经济持续增长。
