New “Human-centered” Urbanization:Realistic Demands,the Development Constraints and Policy Design

"以人为核心"新型城镇化不是一个量的概念而是一个质的概念;是人口向城市聚集的"外延扩张式"城镇化向城镇化质量提升的"内涵发展式"城镇化转型的过程。受到户籍制度、土地制度、社会保障制度以及体制、机制等方面的条件约束,"以人为核心"新型城镇化应着重建立户籍制度,教育、医疗保障制度以及财政、税收、信贷制度,具有多方协同配合、系统化的政策体系;建构市场主导与政府引导相互结合、目标导向与现实国情协调发展、经济社会与生态效益统筹兼顾的发展模式。

It is a conception with not quantity but quality, and a process of changing from extension development with population assembling to the intension development with high urbanization quality. With the constraint of household registration system, land regulations, social security system and so on, the new ＂human-centered＂ urbanization urban should build up a policy system, which pays more attention to household registration system, education system and medical security system, and coordinates finance system, revenue system and credit system. It will be better to build up a new development mode, which combine market-oriented with government guidance, harmonize goal orientation with national conditions, and balance economic society and ecological benefits.
