西藏县级医院运行情况与医疗服务能力分析

Analysis of Operation Status and Medical Service Ability of County-Level Hospitals in Tibet

目的:通过对西藏县级医院运行状况和医疗服务能力的分析,发现存在的问题,并提出改善县级医院服务能力的建议。方法:采用描述性分析、对比分析和访谈等方法对70家县级综合医院运行数据和服务能力进行分析。结果:西藏县级医院财政补助水平较高,财政补助占总收入平均比例为69.97%。医疗服务供给能力较低,远低于西南平均水平。医院运行效率和效益不高,病床使用率最高仅为76.10%。结论:应转变财政补助方式激励县级医院开展医疗服务;完善激励机制,激励医务人员提高临床诊断、治疗水平;兼顾公平和效率,提高医院运行效率。

Objective：Through analyzing the operation status and medical service ability of Tibet county-level hospitals, we found the problems and put forward the recommendations to improve the ability of the county-level hospitals＇ services.Methods：The data of economic operation and service abilityof 70 county-level hospitals were studied by descriptive statistical analysis, comparative analysis and interviews. Results：The level of financial subsidy of Tibetan county-level hospitals was high.The average proportion of financial subsidies to total income was 69.97%. Medical service supply capacity was low and it was far lower than the southwest average. Hospital operating efficiency and efficiency were not high.The highest rate of hospital beds utilization was only 76. 10%.Conclusion： We should change the way of financial assistance to encourage county-level hospitals to carry out medical services, improve the incentive mechanism to encourage medical staff to improve the level of clinical diagnosis and treatment, balance fairness and efficiency to improve the efficiency of hospital operation.
