The reform of state-owned cultural enterprises has the dual characteristics of the reform of state-owned enterprises and that of cultural system. Its success has represented the value orientation of ＂Double Benefits＂, enormously boosted the leap-forward development of cultural industry and facilitated the current prosperity of public culture. With the reform of state-owned cultural enterprises as the prerequisite, it has explored and presented certain accessible successful experiences in the fields of sticking to cultural value, foster- ing core competence, choosing the drive, uplifting the platform as well as the basic strategy, decisive methodology and priority option in developing the cultural industry. Still, the further reform is confronted with more huge challenges in choosing the direction of state- owned enterprises reform, perfecting the authority of the board, establishing directive theories of cultural industry reform and trans- forming the ooeration mode of cultural industrial complexes.
