国际跨界流域治理经验分析及其启示

An Experience Analysis and Enlightenment of International Transboundary River Basin Governance

如何突破行政区划管辖开展有效的跨界流域合作治理,历来是世界水资源治理的一大难题。从水资源整体性治理视角,探讨分析国际上典型跨界流域——北美五大湖、莱茵河、墨累-达令河等治理个案的成功经验,有助于我国跨界流域整体性治理和水资源管理水平的提高。本文在总结国际典型跨界流域治理经验,即"基于水文生态系统的整体性流域治理模式"的基础上,提出我国应制定统筹流域各项事务的整体战略规划、设立以流域为中心的跨界协同治理机构、建构有效的跨界协作治理法律体系与制度框架,完善公众参与和民主协商等社会协同治理机制等启示建议。

How to break through the jurisdiction of administrative divisions and how to carry out ef-fective cooperation in transboundary river basin governance has always been a major problem in the world. From the perspective of ntegratedwater resourcesmanagement,to explore the successful experi-ence analysis of typical nternational transboundary river basin--the five Great Lakes,the Rhine,theMurray Darling River governance case contribute to China＇s overall governance of transboundary water resources, and it will help to improve the management. On the basis of ternational typical transboundary basin management,that is,“based on the holistic watershed manage-ment model of hydrological and ecological system”, this paper puts forward that China should formulatethe overall strategic planning of co-ordinating the affairs of watershed,set up watershed - Collaborative governance institutions,the construction of effective cross - border collaborative governance legal sys-tem and institutional framework, improve public participation and democratic consultation and other so-cial co - governance mechanism and other suggestions.
