The rapid development of China＇s higher education has turned colleges and universities into a cru-cial platform of public management. The modern governance of colleges and universities entails procedural justice as its essential requirement, while mstitutional Justice is the embodiment and basic principle of pro-cedural justice. Procedural justice requires the equality of subject qualification, form and opportunity. In the process of the governance of colleges and universities, the idea of institutional justice must be adhered to , which means that everybody is equal in the same system and requires that institutional justice be prac-ticed and procedural justice be protected. These factors are key to raising the governance capacity and com-prehensive competitiveness of colleges and universities.
