摘要
英国、美国、日本和新加坡四国在公民教育领域颇有建树。就其经验而言,四国高校在以下四个方面具有共同特征:第一,政府对于本国公民教育进行政策引导,政府政策的引导遵循循序渐进的规律,高校推动了政府政策的制定;第二,高校公民教育的价值目标为培养学生爱国意识和世界公民意识;第三,高校公民教育的基本内容包括民主法治基本价值教育和权责意识教育;第四,高校公民教育的实施途径包括显性课程、国家制度、宗教教育和社区服务等。
England, America, Japan and Singapore have great achievement in the field of citizenship education. There are four common characteristics of citizenship education in the four countries’ universities. First, the government promotes the citizenship education by pol-icy guidance and its follow the rules of step by step. The universities propel the policy-making. Second, patriotism and world citizen consciousness are the value targets of university's citizenship education. Third, universities, citizenship education includes two basic con-tents, which are democracy and rule of law and the right and duties consciousness education. Fourth, the approaches of university's citi-zenship education include Manifest curriculum, state system, religious education and community service.
