Urban Water Resources Infrastructure and the Design of PPP Financing Business Model

由于公益性和外部性,城市水资源基础设施建设长期依赖政府投资。随着公私合营模式在公共事业领域的推广,政府在海绵城市建设等项目中大力提倡应用PPP融资模式,但由于商业模式尚未确定,社会资本的参与积极性一直不高。本文阐述了我国城市水资源基础设施建设的概念、现状及其运用PPP模式的意义,通过PPP模式落地难的原因分析,提出参考国外城市规划和处理水危机的经验,设计以PPP发展基金为中心的融资商业模式,并提出政府要创新发展思路,引导PPP融资模式在城市可持续发展中的推广和应用。

The construction of urban water resources infrastructure has long been dependent on government investment because of its public welfare and externality. With the promotion of public-private partnership model in the field of public affairs, the government vigorously promote the application of PPP financing mode in city construction projects such as the Sponge City. But because the business model has not yet been determined, the enthusiasm of social capital is always not high. This article elaborated the meaning of Urban Water Resources Infrastructure, and the status and significance of applying PPP model. Through analyzing the reasons of the difficulty in landing PPP mode, the research proposes the reference to foreign city planning and their treatment of water crisis. With the design of PPP financing business model which focus on setting up development funding, the paper puts forward that the government should innovate the developing ideas and guide the popularization and application of PPP financing mode in sustainable development.
