耕地托管服务模式风险识别与防范对策分析

多元化的耕地托管服务模式,实现了耕地资源的优化配置,释放了农村经济的活力。但是耕地托管服务模式风险也一定程度上阻碍了其更广泛的使用。从分析耕地托管服务模式的类型和发展趋势出发,着重对耕地托管服务模式存在的社会风险、市场风险和自然风险进行识别。在此基础上,提出耕地托管风险防范的制度性建议,就是要建立耕地托管审查、监管制度,建立托管撂荒耕地强制再托管制度,健全农业保险制度,建立耕地托管风险基金制度。同时,从政府、农户、托管组织三个层面进行风险防范对策分析,即政府应加大对耕地托管服务进行政策、资金、技术的支持,要不断增强农户的契约意识和提高专业知识水平,加强耕地托管组织及中介服务机构的市场化建设。
