摘要
推进中小学的"学院化"转型是英国执政党保守党在2010年以来教育政策的核心教义,旨在最大限度地增进学校的自主性,形成"自我改进""学校引领"的新型学校教育治理体制,以实现教育水准的整体提升。这体现着中央政府对教育权力的逐渐收拢,并使政府、社会与学校之间的关系彻底重构,强调"专业自主"而消解"地方民主",注重"基于事实证据"的政策制定而否认教育理论的价值。
Academisation has been the central tenet of recent Conservative school policy in England.A "serf-improving", "school-led" academy system is being formed, and school autonomy has been highly promoted, in order to raise education standard in all. This embodies the strengthening of central government power over school system, and the thorough reconstruction of the relationship between government, society and school. "Professional autonomy" has been emphasized, but "local democracy" has been dispelled. And it is "evidence-based" policy-making, not "theory-informed" policy-making that has been emphasized.
