高校管理去行政化过程中的政府角色

On the Role of Government in the De-administration Process for College Management

近年来,各大高校的"去行政化"这一问题引起了社会各界人们的广泛关注,同时,这一问题也在现代媒体中多次报道。在国家召开的"两会"上,我国明确提出了实施政校分开、管办管理的战略,让各大高校拥有充分的办学自主权。但这一战略在具体实施中,却存在着很多问题,在高校去行政化管理中,政府如何转变自身角色仍是我国教育界和人民政府应共同探讨的重大课题。

This issue of ＂de-administration＂recently appearing in various universities has received wide attention from people in all walks of life and has been reported many times in the modem media. The implementing strategy of separating govern-school relationship and isolating management-running integration, clearly proposed at the ＂two sessions＂ held a few years ago, makes colleges and universities own full autonomy of running a school. There still exist, however, a lot of problems in the concrete implementation of the strategy. Therefore, it should a major project to be jointly explored by the the educational circles and government how to transform their own roles.
