湖北高职教育发展两极分化问题及其对策

On the Polarization Problem of the Development of Higher Vocational Education and the Countermeasures in Hubei

湖北省高等职业教育发展因区域差别、财政拨款以及地缘距离等因素造成生源录取、经费投入、政策影响的两极分化,这种分化必将形成新的教育不公平。通过严格控制各高职院校招生规模、实现高职生均拨款省级统筹、加强对发展弱势学校的政策支持、注重宣传舆论引导均衡发展等避免两极分化的应对策略,促进湖北高职又好又快的发展。

Because of the regional difference, government's different financial support, and geographical difference, the development of higher vocational education in Hubei exists the phenomenon of polarization in some aspects such as enrollment, educational inputs and polices influence, which will inevitably cause the unfairness. In order to realize the sound and rapid development of higher vocational education of Hubei, this paper puts forward some countermeasures to avoid the polarization including strictly limiting the scale of the enrollment in higher vocational colleges, overall planning the financial allocation by the provincial government based on the number of the enrollment, strengthening policy support for development of disadvantaged colleges, paying attention to the propaganda and public opinion to guide the balanced development.
