摘要
以全国著名创业园常州科教城为例,从目标设置、工作措施和组织实施三个方面描述了其高层次人才互聘"350计划",研究发现,正是由于坚持政府主导、需求协同、管理协同、组织协同,确保了人才互聘计划真正落地并促进了协同育人与协同创新。同时,强调依托创新基金探索建立人才互聘的长效机制、完善知识产权保护与开发制度、建立收益分配的激励机制和风险分担的责任机制,才能更好地借助产学研之间的高层次人才互聘,促进产学研之间的协同育人与协同创新。
According to the Synergetic Theory, this essay constructs a new synergy and innovation pattern based on mutual employment of talents among production, learning and research and takes Changzhou College Town as an example to describe its high-level talents mutual employment plan, which is called "350 Plan" , from three aspects of goal, measure and implementation. From the research, we found that it is because of the adherence to the policy of government predominance, demand collaboration, management collaboration and organization collaboration by which talents mutual employment can be guaranteed and collaborative educating and innovation can be promoted. Meanwhile, only through exploring to establish long-term mechanism of talents mutual employment depending on innovation fund, improve the system of protection and development of intellectual property rights and establish the incentive mechanism of income distribution and the responsibility mechanism of risk sharing, can high-level talents mutual employment pattern be helpful to promote the cooperative educating and collaborative innovation among production, learning and research.
