在多极化和全球化不断推进的今天，中国作为世界海运需求最大的国家，应积极探索新型海运网点和基地建设道路，有效应对突发事件，为维护我国贸易安全和海外资产安全发挥支撑作用。

From the early period of Portugal, Spain, United Kingdom and the rise of the United States after the World War Two, the competition between the maritime powers of more than 500 years has made the global natural islands carved up in order to make the country powerful and the national rich. The islands have played the multiplefunctions of overseas territories and responding to emergencies branch base. In the meantime, the shipping channel control is also converted from one to another. At present, peace and development are the theme of the development of the world. During the world advancing to multipolarization and globalization today, China, as the zivilmacht of the world's largest shipping demand, should actively explore a new path of shipping networks and base construction, eff ectively cope with emergencies and safeguard China's trade security and overseas assets.
