武汉市社会办医疗机构现况、问题及对策

The current situation,problems and countermeasures of private medical institutions in Wuhan City

目的了解武汉市社会办医疗机构在"人才、房屋、依法执业"等方面存在的主要问题,为卫生计生行政部门决策提供参考依据。方法从医疗机构的"人才、房屋、依法执业"等方面,对2011—2014年武汉市直管社会办医疗机构的现况进行分析。结果医疗机构多数以租赁房屋的形式开展诊疗活动,且半数以上无预留业务用房。医疗机构中的人才梯队断层,卫生技术人员整体专业素质水平不高。医疗机构在监督巡查、不良执业行为记分管理方面违规行为逐年减少,案件查处数量明显下降,依法执业行为得到了进一步的完善和规范,但是违规发布医疗广告、使用非卫生技术人员从业、医疗废物处置不符合卫生要求等方面的问题较为突出。结论武汉市社会办医疗机构地域分布及配置不合理,医院整体级别较低。

Objective To understand the main problems of the private medical institutions in Wuhan in the aspects of ＂talent, housing and practicing according to law＂, and to provide reference for health and family planning departments＂ decision-making. Methods From ＂talent, housing, according to the law practice＂ of the medical institutions and so on, ana- lyze the current situation from 2011 to 2014 of private medical institutions in Wuhan. Results Most medical institutions carry out clinic activities in the form of leasing houses, and more than half of them are not reserved for business use; thereare talents faults of medical personnel echelon, the overall professional quality of health technicians is not high; irregularities in the supervision of inspections and bad practice behavior score management decreased year by year, the number of cases investigated has a marked decline and the law practice has been further improved and standardized, but illegal medical advertising, the use of non-health technical personnel, and medical waste disposal do not meet the health requirements and other aspects of the problem are still more prominent.Conclusion The geographical distribution and disposition of medical institutions are unreasonable, and the overall level of hospitals is low.
