列车在特定条件下根据调度员的命令限速运行,通过分析限速调度命令种类,整合并提出人防、技防、物防措施及方法,有效卡控限速调度命令发布错漏安全风险,达到从命令源头上防范列车在特定条件下限速运行安全风险的目的,为提高施工、维修、设备故障、非正常处置效率和确保调度指挥安全可控提供保障。

This paper analyzed the command type and integration of speed limit scheduling, and put forward the civil air defense, technology defense, material defense measures and methods, which effectively controlled thespeed limit scheduling command issued false or released any security risks. It also achieved the purpose of preventing the train from running within speed limit safety risk under the certain conditions from the commandsource.
