From Obama to Trump: the Adjustment and Change of American Taiwan Policy

随着中国大陆实力的不断增强,奥巴马政府处理对台问题趋于谨慎,并未明确将台湾纳入到"亚太再平衡"战略当中。面对台海两岸围绕"九二共识"的争议,美国对于蔡英文公开表述的两岸政策持基本肯定的态度,主张两岸进行不附加条件的对话。在当前中美战略博弈日趋加剧的态势下,特朗普入主白宫给中美关系带来更多的变数。未来美国对台政策将难以突破既有的"一个中国"政策框架,但特朗普政府会视中美关系和海峡两岸情势提升美台关系,加大对台湾的支持力度,逐步侵蚀"一个中国"的政策。

With the rapid growth of the Chinese Mainland＇s power, the Obama administration was becoming more cautious in dealing with Taiwan Question and didn＇t integrate Taiwan into the US rebalancing strategy in the Asia Pacific area. On the controversy about the ＂1992 Consensus＂ between two sides across the Taiwan straits, the United States basically takes a positive attitude toward cross-Strait policy publicly expressed byTsai Ing-wen and advocates cross-Strait dialogue without any precondition. As the strategic game between China and United States increasingly intensified at present, Donald Trump＇s taking office as president brings more uncertainties to the US-China relations. It will be difficult for the United States to break through the exiting framework of ＂One China＂ policy in the future. However, while taking the condition of US-China relations and across-Strait relations into consideration, the Trump Administration will upgrade the US-Taiwan relations, which will lead to erosion of ＂One China＂ policy step by step.
