摘要
"五大创新研发计划"是蔡英文当局未来产业政策的主轴。本文首先从台湾产业政策历史的角度,分析蔡英文制定产业政策的总体思路。接着,分别讨论生技、绿能、物联网、智能机械、军工等五大产业的被选原因、发展现状和前景趋势。蔡英文的"五大创新研发计划"比较具有前瞻性,但由于台湾的产业基础和蔡英文的固化思维,除了生技产业有希望外,其余产业将无法成长为新的支柱产业。
＂Five Innovative Research Plan＂ is the center of the industrial policy in Tsai Ingwen＇s administration. This article analyses the general thought of Tsai Ingwen＇s industrial policy, from the point of Taiwan＇s industrial policy history. Then, we respectively discuss biological technology, green energy, internet of things, intelligent machinery, military industry about the chosen reason, current situation and future tendency. Tsai Ingwen＇s ＂Five Innovative Research Plan＂ is proactive. But for the reason of Taiwan＇s industrial basement and Tsai Ingwen＇s curing thinking, besides the biological technology industry, the rest industries are unable to grow into a new pillar industry.
