我国海绵城市建设对策研究——非工程性措施视角 被引量:13

Research of Sponge City Construction in China——The Perspective of Non-engineering Measures

摘要 传统城市建设模式导致各种各样的水问题,困扰着城市可持续发展。建设海绵城市是化解城市水危机的有效手段,是新型城镇化的必然要求,是对城市生态文明和绿色发展理念的回应。我国海绵城市的建设过度依赖工程性措施,对非工程性措施的研究和应用不够。文章在厘清海绵城市内涵的基础上,概括发达国家和地区海绵城市相关理念,分析我国海绵城市建设存在的问题及原因,并从非工程性措施的视角,提出推动我国海绵城市建设的对策。 Traditional city construction mode lead to different kinds of water problem which influence urban sustainable development. Sponge city is the effective measure to resolve urban water crisis, which is the inevitable requirement of new type of urbanization and the response of ecological civilization and green development idea. Sponge city construction in China relies too much on physical measures, the study and application of non-engineering measures is not enough. Based on the connotation of the city sponge, this paper summarizes the sponge city related ideas in developed countries and regions, analyzes the problems and reasons existing in the construction of sponge city, and put forward measures from the perspective of non-engineering to promote sponge city construction in China.
