发达国家电价形成机制与输配电价管理体制研究

Research on Electricity Price Forming Mechanism and Electricity Transmission and Distribution Price Management System in Developed Countries

文章针对发达国家的电价形成机制展开研究,分析电价的形成过程和当前发达国家电价改革中基本政策,尝试探究输配电价管理的基本体制,并提出了立足中国国情、坚持输配电价的制定与管理公开透明原则以及妥善处理电价交叉补贴等对我国电力市场改革的建议。

This paper mainly focused on the electricity price forming mechanism in developed countries, then it studied the electricity price forming process and the basic policy of electricity tariff reform in developed countries, then it explored the basic system of electricity transmission and distribution management in developed countries. Relevant suggestions are put forward： based on Chinese situation, establish the principle of electricity price forming mechanism and open and transparent, proper deal with electricity price subsidies and so on.
